The only civilian pilot I have seen lately was in 1/24 scale. I have never seen one in 1/48 scale since the mid to late 50’s when one was furnished with kits of civilian aircraft. I can’t remember who made them.
I have a suggestion, but it may not be the best one. By private pilot Im assuming you mean like a Cessna or something where one would wear civilian clothes or coveralls. Try to find a 1/48 figure of ground crew, maybe someone has one riding a mule or other ground equipment. Ground crews that work around AGE equipment wear David Clark headsets to communicate and block the noise, much as do civilian pilots for the same reasons. You could then paint the clothing for civilian attire. One other odd approach would be to find a 1/48 ground soldier without a helmet and paint it accordingly. Maybe you could find a sitting pilot and a standing civilian, hot knife the torso and mix-match. When I went for my private pilot’s license, I wore BDU pants with a t-shirt and running shoes sometimes, so the idea is not out of the realm of realism.The other guys might have better ideas, but this seems feasable.
Yes. Monogram made a Piper Tri-Pacer in 1/48 with two sitting figures. If I remember right they or somebody else made one with a hunting party (maybe w/floats or skis?) that had 3-4 figs. & a dog that hunts. I’ve seen them on ebuy from time to time. HTH

I’ve been a Private Pilot since 1976, and whenever I take my Cessna 172 up, I always have my green coveralls, g-suit, life jacket, parachute harness, survival vest, Helmet with pull-down visor, oxygen mask, Beretta 9mm pistol, etc. Yes, it was rather expensive having an ejection seat fitted to my 172, but well worth it in case I ever lose a dogfight against the hated Cherokee 140’s![:)]
Seriously, couldn’t you take one of the military figures and sand the helmet off, use some putty or someting to shape some hair, paint the clothes to look like “civies”, etc? Especailly if it’s going to be in the plane, it seems like getting rid of the helmet would be the most important thing - after that I doubt anyone would really notice.
The old AMT 1/48 Beechcraft Staggerwing and Lockheed Vega kits came with seated pilots.
Now, all tou gotta do is find one.

I have an old Nichimo 1:48 Fuji FA200 Aero Subaru kit which not only has a pilot but also a female passenger and a well-dressed couple to stand alongside. The pilot has separate arms to pose, female passenger and standing male have one separate arm to wave.
Pilot is dressed casually, standing male is in sharp suit and both females in typically Japanese ‘schoolgirl’ attire (short skirts, wide collar blouse with bow, you’ve seen the sort of thing).
They may be standard to all Nichimo civil aircraft kits. These kits are frequently up on eBay too. Pictures if you want.
