A better question would seem to be “When is someone going to scratchbuild it?” Looks like it would be a pretty easy task–it looks like it uses the running gear off of a Stuart, and the body is nothing but a series of flat panels.

Seems to be in direct contrast to their paper land-cruisers. Looks something like an armored bumper-car.
I wonder if it is some sort of airfield tractor like the Kettenkraftrad. Tracks look to be about the same size.

If memory serves me correctly, it was a Belgian field tractor for towing light artillery pieces. The germans were masters of scrounging captured gear after all.
