What does the code on this Tomcat mean???

I was looking at some pics of the Tomcat online and found this one. I am curious as to what the code means, the SECDEF PHOENIX one? Anybody got an idea? Here is a pic to show what I am talking about.

Its the Secretary of Defense’s’ Phoenix award. Its a yearly maintenance award.

Well that makes sense! Thanks Gator! I was thinking it might be their role on the carrier or something, air defense, Phoenix missle carrier? It was a guess… glad I asked [:D]
