It’s OK to spray Testors over Tamiya, just make sure the paint has cured first
If you want you could spray Future on first so that Testors dullcote is not going directly on Tamiya.
I’ve airbrushed dullcoat over all types of paint with no problems.

The only problem I ever had with Testors Dulcote was the fact that I could never get a really flat finish with it. No problems with reactions to the base paint or anything like that, though. It was just never flat enough for my taste. Always got a satin finish.
I switched over to Gunze’s Clear Flat years ago, and have had dead flat finishes ever since.
Only had one one problem with the dulcote, the finish came out like snow which I think was due to the pigment separating from the solvent or either the age of the can or the weather at the time. Its only happen once and apart from this I have never had any problems of spraying dulcote over Tamyia.
Another possible item to be aware of is that Dullcoat is lacquer based and naturally has fairly aggressive solvents. It’s not a real big problem, but you do want to watch even a bit more than normal that you don’t put on too heavy a coat lest it attack the underlying paint.
Like J-Hulk, I have had some issues over the years getting a dead flat finish out of it. Some bottles would be good and others would leave a bit of a sheen. Since my LHS doesn’t carry either Gunze’s or Pollyscale’s clear, I switched to mixing Future with Tamiya’s Flat Base at a ratio of 4 parts Future to 1 part Flat Base, and have gotten excellent results. One nice thing about Future/Flat Base is that Future is so cheap as to be effectively free which makes the overall cost decently inexpensive.

I would spray it on so it goes on even, it might take 2 coats for the model to be completely covered/glossy.
