Sorry if this is a silly question my only excuse is that i am new to the modelling hobby.
My LHS as Dragon kits which seem to be normal, smart or premium.Sometimes the cost seem about the same on the later kits so what is the difference please.

Traditionally, Dragon’s kits have been fairly complex, with many parts - some will go so far as to say “over engineered”.
The “Smart Kit” series is a fairly recent range which simplifies construction by using “new” moulding techniques to produce complex shapes more simply, reducing the parts count while retaining a high level of detail.
The “Premium” range are typically older kits which have been updated/upgraded with some retooling, some newly tooled parts and accessories like PE and metal barrels.
Here are some posters from Dragon’s MDFC soapbox. I think the linked photos will show on this site. It describes what the characteristics are of their “smart kit” Panther. Personally, I enjoy the simpler builds.
