Can’t tell what scale you’re working in…but there was a neat, very similar trolley design in the old Nichimo 1/50 Aichi Jake. That one had cool wheels that looked almost like railroad items, or something like WW1-era cart wheels.

It depends where the trolly was being used. Shipboard Japanese seaplane trolleys did have railroad-type wheels, which fit into the rail/turntable system they used to move the seaplanes from their storage spot to the catapult.
