Check the model railroad brands. Several have shades that do a good job on that stripe. I can’t remember the specific railroad, but one of them uses a color that, while called a yellow, is almost a buff. I think Floquil has the colors (Floquil was originally catering to the MR people, but since they were bought out they now have colors for other genre too).

First of all disregard the bits about American and merchant vessels. Paint is paint, color is color, and both the Adrmiralty and a commerical ship owner are interested in getting the best coverage at the most economical rate. There is an excellent introductory discussion of color theory as well as historical paints.
There are color plates indicating color applicability. Red Buff and Yellow Buff are probably close choices to the colors you need
