I believe they are called paint markers. You can pick them up at your local hobby store, retail store, or online. I won’t recommend paint markers at all. They do a poor job and come in only basic colors. There is no replacement to a good bottle of paint and a brush.
Well I was going to get paintpens but now I guess I wont thanks for posting this evolution!

Like any other tool, if you find the right job, and know how to use them, they’re fine. I keep several on hand, and they can make some jobs a lot easier easier. For a couple of bucks, give it a try. Even Wal-mart has them.

I really like them for doing aircraft wheels. For me it’s easier than other methods.

I’ve tried Testor paint markers and wasn’t too impress. For tires, I’ve actually used Sharpies, they seem to work better & its cheaper. They do dry a bit shiny though.
I use the Gundam water-based black paint marker for my panel lines.
-Gloss coat (this is a must!)
-Apply paint marker on panel lines.
-Remove excess paint using thumb.
-Flat coat.
-Done!
