Tamiya Fine Surface primer MIGHT work. The can states that it is for plstic or metal, but it is enamel and is not going to be very flexible. If you flex the foil it is probably going to flake off.
I would try some automotive primer. That stuff is designed to stick to most metals and has to be relatively flexible so it should work OK. I’m not sure you’ll find anything that works perfectly though.
try replacing the foil with something more ridgid, even paper will work. with paper you must remember to NEVER flood the area. a thin thin coat will work fine.

Its just I’m trying to scratch-detail a poorly detailed pilots seat with leather cushions, seatbelts, etc and maybe I’m using the wrong material. [?]
gunze makes this stuff called Mr metal primer, give it a try, judging by the name it might work, but i havent used it so i can be absoloutely certain.

photoetch, brass, paper, plastic grass, or just use the decals on a piece of aluminum foil and cut it out carefully

washing aluminum with white vinegar helps with paint adhesion. It mildly etches the metal.
