This probably sounds stupid but im wondering if you can use tamiya cement for decals, because i dont have decal solution???
Please be careful - decals and glue usually don’t go together well - you could end up with “melted” decals - we don’t want that, now do we? Normally you don’t need any solution if you put good decals on a flat and well prepared area. Well prepared means smooth and not painted matt. Gloss is optimal, good decals usually don’t have problems with semi-gloss neither. Good luck and have a nice day

As someone else said, sometimes you do not even need decal setting solution. However, that solution is not that expensive and you don’t use it up that fast. So just pick up some.
There are two kinds, setting solution and solvent. Just start with the setting solution, the solvent is VERY powerful and takes some practice to use.
