I want to avoid my final flat coat over the decals from frosting up when I airbrush-what must I do to avoid ?I seem to rememeber postings about this but can’t find.

I’ve been spraying MM and PollyScale acrylic clear flat for years and have never had it frost. I don’t do anything special, just spray away.
Keep your pressure low. Avoid spraying on a humid day. Hold your airbrush close.
Are you just doing the decals or the whole model. If it is just the decals, apply the flat with a brush.
Make sure your flat is well mixed. Spray light even coats. If the flat coat pools up, often in corners, from too heavy a coat, oftentimes frosting will occur.

MM acryl clear is VERY flat. I mix 2 parts semi gloss acryl with 1 part flat. This will give you a clean, invisible flat coat and will not frost up if too much is applied.
