This is my snow scene perhaps not the kind you were looking for but the ideas the same, my snow is plaster or Artex as we call it here in England.

Woodland Scenics Snow is the best product to use. Just put down some gleu, I use pump hairspray, and sprinkle it on. If you need it thick in areas, repeat the glue and snow sprinkle process. Blow off any excess once dry.
one of the diorama posts 2 weeks or so ago used the fake spray snow and sprayed for the snow effect on people, trees, and vehicles and it looked really good
I use Micro Balloons in my diorama “The Last German King”. It is a white resin powder that is used as a filler for RC Model planes. If your hobby shop caters to RC Models it should probably carry it. Spray some thinned white glue and sprinkle the Micro Balloons over it, blow off any excess once dry. It never gets dull or yellows.
