How to apply decal over raised areas

Hi,

How do I apply decals over raised areas? See attached image, I am trying to apply the Star decal (No. 1) over the 4 bolts of the tank. Do I cut out the holes before putting the decal into water?

Those are tough ones,I use Micro Set and Micro Sol,blue and red bottles.It will probably take some work,perhaps slicing the decal.

For stars I know many use stencils and will paint that particular decal.

If microset or microsol won’t work, I turn to Walther’s Solvaset. That will settle any decal in.
