What is the liquid glue technique for modeling the protective coating on Navy bombs?

I’ve briefly heard about this but not sure. I’ve used sand paper to replicate the features.
Paint liquid cement onto the bombs and then stipple it with a stiff brush like an
old toothbrush. Practice on an old piece first, though and don’t use too much
cement. Practice makes perfect.
