F-4 Phantom Alerons?

I’ve noticed on all photos i’v seen of the F-4’s Flaps in the down position, its always the inner most aleron of the wing next to the fusalage. I just wanted to make sure that before I go any further both alerons can be posed in the down position.

The ailerons will bleed down after hydraulic pressure bleeds off. The trailing edge flaps are located inboard and will only be down when the leading edge flaps or slats are down. The ailerons are located outboard and will often be seen drooping due to loss of hydraulic pressure.

When hydraulic pressure is present the ailerons will be in the neutral position. If one aileron is down then on the other wing the spoilers will be up with the aileron up 3 degrees.
