Carrier deck replication

Hey I just have a quick question…I was wondering if anybody knew how to replicate the tiedown holes in a carrier deck…Im going to try to do a display base like that featured in the FSM a couple issues ago…if anybody has any ideas or dimensions that would be more than helpful.
