I’m not so sure if it’s in Russian, looks a little suspicious to me. Maybe it’s in Ukrainian? I’ll show it to my friend at work, who speaks Ukrainian, let’s see what she says. From what I see it’s roughly “from the workers of the Kiev city to the front”

I don’t speak Russian but Croatian is loosly simmilar, both being Slavic languages, and I agree with Pawel

I have got the answer from my friend at work. As I suspected - it’s in Ukrainian and it says: “From the (workers) citizens of the city of Kiev - for the front”
