Yay or Nay? -- Tarp covers for USS Constitution jolly boats.

The Revell USS Constitution has jolly boats that hang on davits at stern, larboard and starboard.

Would they ever have had tarp covers in 1810-1812?

If so… what is the best method to make such covers?
