Where do I buy figures of normal people (non-military)?

I’ve spent time searching many websites, but have found the most unpainted plastic figures fall into two major categories - military, fantasy, and historical. What I can’t find is figures of normal people - namely classic figures to fill a Sherlock Holmes or Hercule Poirot diorama.

Here are the general categories in which I am interested:

Early 20th century French men or women
Late 19th century English men or women

Are you inquiring about 1/35 figures?

1/35 or 1/16.

Go to http://www.redlancers.com and do a search for civilians.
For the specific period, you will be hard pressed to find much. Most 1/35 civilians will be 1930-40’s vintage.
Going to O scale, 1/48, you might find some of this period in a railroad hobby store.

You could try PRIESER figures. They are available in various scales, however you do have to “clothe” them. OSPREY covers how to do this in their modelling manual series. Or you could convert the Verlinden, Jaguar or other available figures.

Actually if I remember right Verlinden makes a figure that looks quite close to POIROT all you would be required to do is paint or add a moustache.
