When to Paint PE Parts?

when constructing, say, a Cockpit say I want to add PE Seatbelts, to the seat should I glue the Seatbelts first to the seat,then prime and Paint?or should I prime at all[:D]?

personally I don’t paint small part’s in primer at all I just do it on the main coat on the outside but it’s your model
