The first time I used the salt trick for chipped paint, it came out perfect. Put the salt on over a base coat, painted over it, brushed the salt off, and perfect chipped paint. This time I did what I thought was the same procedure, and when I painted over the salt, it left big blotches around the salt. Sprayed over it again, but can’t get rid of the blotches. Any idea what I did wrong? Did I mix the salt with too much water? I wasn’t using very much salt.

I’m not an expert but sounds like the salt dissolved and that caused your blotches.
Some use this part of the technique ( salt dissolving ) as part of their weathering. Can only think for chips only just a "damp enough to hold salt " method would be your best bet.
Does gloss coating the model make them go away?
I didn’t try anything other than another coat of paint. It’s in the “What do I do with this?” bin in the back room. Have to dig it out sometime and give it a try.
Sometimes just gloss coating the model will cause these stains to completely disappear. Try it out.
