his is what I use to letter tires and whatever else may need some white touchup. I was able to find a box of them that had different sizes: 1.0, 0.8, 0.6.

There’s a few sources for tire decals. Gloss coat, apply and flat coat like you would any other surface
Yes, these were raised. It works good on outlined lettering too.
One thing that I do to erase a small mistake is use a pointed toothpick to scrape off where the white shouldn’t be.
