Stencils vs. decals

Modelers, I’ve found a site that sells some of the common 1/32 A-10 decals in the form of dry transfer stencils. I’m not familiar with doing this on models. Why would one want to do this over regular water decals?

Bones -

So they can be applied directly to the flat paint!!!
Saves the paint / gloss coat / decal / flat coat thing.
