Woodland Scenics makes a product called Snow. It is made of Micro Balloons, tiny spheres of styrene. It can be applied with pump hairspray as a fixative and lightly dusted over it. It comes out great and looks like dry snow. It can be mixed with white glue and built up into clumps and slush to look more wet as well. It comes in a 32 oz. shaker bottle that will last you many a blizzard for about $8.
Here is how it comes out.

As a final caution, stay away from foodstuff such as baking powder/soda, sweeteners, flour, etc. They will either yellow over time or be eaten by bugs.

Cast-a-Coat make a product called ‘Snow Coat’, and it’s the best in simulatin’ scale snow effects, it looks so real! It comes in a 2 jar set, one for an ice coat, and one for a snow coat. The Small Shop UK is where I get mine! [:D]

Depends on what you are looking for. For dry, blowy snow, I think the WS product looks best. Cast-a-Coat to me looks too thick and goopy. Not realistic at all. It is all in the eye of the beholder as well.
Seems like their domain has expired, or been hijacked. Is there anywhere else other than www.smallshopeu.com/ where you can get it in the UK?
I haven’t checked, but you can try Hannants, Modelsforsale, D-9 Models, PDI Model Supplies or Antics. Other than that maybe a search would be in order. [;)]
