Should you have to sand paint smooth to apply decals or is there a better way?
A better way would be to apply a clear gloss coat such as Alclad,Vallejo,Modelmaster,and many others.
Many people also use Future Acrylic Floor Wax.
All of these sealers provide a smooth surface so decals won’t silver,if needed then you can apply a clear flat coat if desired.
It’s actually Pledge Revive It, since future is no longer on the market.
Wasn’t Pledge Revive It the name of a rock and roll band from the late 60’s/
And it’s not wax.

On flat paint I do sand it with very fine pads sometimes not needing to be glossed up for decaling.
