Hi there
Well if u ask me sandbags r not always the same colour. Khaki is a good colour but u could go a bit darker if u want. U could experiment with a couple of diff washes and c how that pans out and choose the one that worx best. Dont know if this helps. Sorry if it doesnt. But im sure some1 else can clarify.

start with a dark umber base coat and then dry brush khaki or tan. After which i use a brown ink wash to provide some grunge

If you want the bags to look dusty try using pastels,they will really give you a nice effect.Stick with the earth tones raw umber,burnt umber etc…and black for shadows.Cheers ! John.
