As far as I’m aware, all F/A-18’s incorporate the wing fold mechanism.
Non-folding wings were a feature of the proposed F-18L, which never made it into production.

Aned i found a few pics of US aircraft on land with them folded as well.
The aircraft in the picture is not a CF-18. All Canadian CF-18s are the A or B. This is an E. You can also make out the US insignia below the cockpit.
CF-18‘s have the wingfold mechanism but according to a friend of mine who flew them, they are very rarely used. You can build it with the wings folded but it would look unnatural for a CF-18.
The kit I have is the F/A-18A +
I dont really like the old school blue star/bar on a modern jet, the low viz looks way cooler but as you say it might look out of place on a Canadian plane. ![]()

Thanks roony, i was going off the caption but wasn’t 100% sure what the markings were.
