If painting I usally paint the screen black first then the clear green. That gives the look of a dark screen with green glass. Sometimes I will cut a piece of a film negative and put that in there, that looks really good.
Most modelers show their models as static, ie, sitting on the ground, waiting for the next mission. In this status, the radar screen would be gloss black or extremely dark gray.
The green screen is only for those that are turned on, ie, being used. Even when being used, the screen is mostly black, with green highlights showing where the radar is picking up a return.
Look at a color photo of the instrument panel of any modern jet fighter that is “turned off”. The MFD (multi-function-display) screens are black. They get green numbers or lines on them only when in operation.

I get good results by using color film negatives. There is always a portion that is pretty dark, and I super glue a piece in the panel with the shiny side out.
