question about resizing instructions

I have a HP copier, scanner, printer is it possible to scan instructions to the computer then resize them to actual size of model in order to paint complex camo?

Yes, but you will need software to do the scaling.

If your copier can run percentages for copies that is all you need. Measure the length of the model and the length of the picture on the instruction sheet. Divide the length of the of the model into the length of the picture. You will end up with a decimal point in front of the number, disregard the decimal point. An example would be the actual model is 12" long and the instruction picture is 4" long 12 goes into 4 = .33. In this case add a zero to the end and you would have 330. That would be the percentage (330%) that you would enlarge the instruction picture. It sounds difficult but, it is not. I have had very good luck enlarging the pictures and using them to do the camo on the plane. Remember that you can change the percentage to get it right on the money. A couple of time I have had to adjust my math to make it work. Hope this helps.
