I’m starting a Zvezda 1/144 C-40 with Presidential livery. My question is what shade of blue is used??

That shade of blue is called “luminous ultramarine.”
And as long as I’m here, the typeface is a very old one called “Caslon.” It’s an all-time classic.
Xtracolor X164 and X165 are what you are looking for.

Sweet looking F-15 btw!!!
Are those (roughly) the same blues as NASA uses for their planes? I’m building an F-104 and I had a hell of a time finding the right shades. 
It appears that NASA had a lot of variation. Here are a couple links:
