How do I post a sticky?

Ok, I’d like to post a sticky in the GB forum explaining what a GB is. (it is a very common question and I am getting sick of hearing it[B)])

I think that in the “olden days” we used to email lawrence. He is currently on another job or something I have heard. So who is currently moderating the forum? Ive seen a couple different moderators and I m not sure who to email.
