i’m looking for kits to build figures that are citizens rather than military, sci-fi, or heros. See example images at this link:

Preiser makes several sets of nude figures, a male set and female set. They have them in different scales and come in multiple pieces to put together how you want. Should be able to find them online at Squadron.com or Greatmodels.com.
Verlinden makes a resin Academy figure that can be posed and is nude.
