I’m using Testor’s liguid glue, in the black bottle with the long, thin metal applicator. Most of the time I don’t have any problems, but when trying to glue very small parts such as grab irons etc. I always get more glue than is necessary on the part.
What is the best way to apply minute amounts of this liquid glue?

I would suggest using different glues for different applications.
Last time I did models was 50 years ago. Glues have really changed since then. Any list of suggestions for different uses?

I’m an aircraft modeler, but gluing is gluing. When i need to attach tiny parts with hardly any mating surface, I use thin super glue (there are different viscosities). Hold the part to the model exactly where it needs to go. Dip a thin wire or sharpened toothpick in a small puddle of thin super glue, then touch it to the attachment point. The glue will wick around the joint leaving virtually no residue. Sometimes it seems I almost need 3 hands to do this, so some creativity may be required. You’ll also need to hold the part in position for a few seconds until the glue sets up.
I use three plastic glues. Revell, comes in a blue container with needle type aplicator, sounds similar to your testors, I had similar issues and was advised about Tamiya orange and green bottles. The orange top bottle a similar viscosity to the revell glue but is brushed on, the green topped bottle is very runny you touch the two surfaces together that need to be glued apply the brush and capillery action takes the glue into the gap, takes a little learning how much you need for what but by using all three above products I almost never have to much glue leakage
