The inboard slats are flat red on the inside. The outboard slats are the color of the current paint scheme. The outboard slats do not retract flush so they are not painted red on the inside. They will be the color of the top surface of the wing.

The color would depend on what model F-4 it is and the paint scheme IE SEA or ghost gray. The only USAF F-4 with “Slats” were the Es and Gs, the others has leading edge flaps. The differance is slats are hinged on bell-cranks which extend the slats out and away from the wing and into the airflow. Flaps are hinged to the leading edge and only move in an up and down movement.
What model F-4 are you building and what scheme?

In that case the bottom of the outboard slat is the same color as the bottom of the wing because if you look only the traling edge of the slats retracks against the wing and is hidden. Also our F-4Es at Clark had the inboard slat painted the same color as the bottom of the wing also. I do belive some bases painted their inboard slats red but that would be base specife.
As a side note we had a red strip (subdued) painted on the top of the wing under the trailing edges of the slats so when they were extended you could see the strip.
