Does anybody know what squadron has these markings, and can I get a set of decals of them for my Academy 1/48 CH-46E?

Nice timing – you’re in luck. MAW Decals will be releasing a sheet of 1/48 Phrog decals shortly. HMM-163 is one of the squadrons profiled, and the hi-vis eyes look like they made it onto the decal sheet:
