My bet would be on computer generated
Perhaps individual frames extracted from a high-speed video or film, overlaid on a single static background. I suspect the cloudy background has been added afterwards, looking at the hard light and shade on the “sequence” pics.
The color of light on the plane doesn’t match the color of the clouds and the plane is in sharp focus at every angle so I would say CG.

F-15s turn tight, but not THAT tight. Totally computer-generated…
My bet is on ultra high speed burst shooting overlayed on a static background. There only 2 cameras I know of that can capture that many frames/sec; 1 is Casio’s EXILIM series, with upwards of 30 FPS. The other is some exotic (whose name I can’t recall right now), capable of something like over 100 FPS. Even the best DSLRs can only handle about 11.

The casio even has a function that allows you to create composite images, just like what is shown in that picture.

It’s a 5fps burst of a medium speed pass done on a Canon 20d and stacked in Photoshop (the pass covered more space than the background shows, which is why the lighting is off). Camera info’s in the image EXIF data (and shown on Flickr). If it was going fast enough to need 30fps it would be moving far too fast to pull that manoever.
