Will Dragon ever release this kit?? I’ve been waiting for so long now I’m thinking about just getting the best available and build that.
Will it really be that much better so worth the wait and the cost??

Probably not. Dragon has a tendency to co-announce kits when one of their competitors is doing the same thing, sometimes that leads to Dragon actually releasing the kit, occasionally it’s ‘vaporware’. [;)]
One sure way to know a new Dragon kit is coming is that Tamiya will release their 40 yr old kit along with some new desert rat figures or early war figures.
Has there been any sighted box-art? That is usually another clue to an impending release.

2011, theres plenty of time yet. And ill was spot on. There Ostwind kit was announced at about the same time as 2 new 251 kits, i think that was early 2010. The Ostwind is finally with us, but still waiting on those 251’s.
One thing you can count on, as soon as you go and buy the next best option, Dragon will release it.
