Hi there.

Is the technique shown in this Gunpla build called Color Modulation?

Please check out video starting at approx 5:06 where the builder is painting white over a black base but he is working around edges and panel lines.

Is this a form of color modulation?

Nope, that is called “pre-shading” or, more correctly, under-painting. Color modulation is painting some panels a slightly different shade of the local color.
