If you are talking about a wooden sailing ship, then there is a raised bit of framing around the hatches called coamings. A hatch coaming is there, in part, to help keep water out of the under deck areas. Hope that helps.

Same for a steel ship. The coaming is the raised “gutter” around deck hatches which help keep the water out of the people can.
