…to paint the stripes around the tail hook?
these have to be black and white

White first, then little strips of tape evenly spaced and spray the black with really light coats so the paint does not build up against the side of the tape. Bare metal foil would be great in this application instaed of masking tape.

Try painting it white first and then using thin strips of black decal for the stripes. If you haven’t got any spare black decal, just get and old decal you’ll never use and paint it black. Then you can just cut strips out of it and apply it like normal.
