its definately not static grass, i think its woodland scenics
I’m guessing, given the amount of branching on that stuff that it’s from the floral department of an arts and crafts store, such as Michaels or AC Moore. You might also find a pricier alternative, especially in thos numbers, in Joe Fix Studios. Another good source of all things groundwork is Scenic Express.
The best way, however, to find out how the modeler did this, is to ask him directly through Armorama.
Woodland scenics tall grass would work very well for that. it comes in several colors and can be cut to your own liking
I agree with Al… looks like some dried naturals from the Floral Section of, say, Hobby Lobby. I got a whole box full of this stuff; it’s seriously cheaper than the Joe Fix products, though I do love my Joe Fix stash. Their product is more realistic looking. However, 3 or 4 bucks worth dried naturals could do that entire scene twice over.

I used the thin twigs of a bush from my backyard. Not as cool as that Dio, but I think it looks pretty good. I might post pictures of it tommarow.
