Aircraft Stencils?

Just a question, guys… Do the aircraft stencils (you know, the tiny decals that say where access panels and the like are to be located) usually go over or under the national insignias?

I’m building a Philippine Air Force F-86D, most of which were aquired second hand from the USAF. If this were the case, do you think the PAF simply painted over the stencils, or would they take the trouble to put the stencils back?

I would think the former instead of the latter.

Before an aircraft is transfered to another country, it goes through a complete overhaul at depot. That country’s markings are applied at that time and all stencils are painted on. Very seldom will there be a direct transfer. It would be safe to assume that the stencils would be applied over the national markings.
