Can anyone tell me who makes 1/48 scale tow tractors? (not for aircraft carriers)[?]
Are you talking about modern tow tractors? If so, no one makes them in 1/48 scale. I have been waiting for someone to bring one out. I would be the first one to buy it.
Verlinden used to have resin Navy on-deck tugs, but you already stated that you weren’t looking for anything like that. I think the Monogram B-24 had a WW2 Cletrac in the box. Other than that, I think you’re SOL. With the help of a few good pictures, I’d think you could easily scratch one up.

In the ProModeler Ground Equipment set there was an American tow tractor, but that would be for the 40’s & possibly the 50’s.
There are several manufacturers that make resin ground equipment. I dunno if tow tractors are among some of the stuff available, however. A good place to start looking would be http://squadron.com/ as well as other online shops.

Hart Models in the UK has a WWII RAF tractor at that scale, and another UK brand, Airfield Accessories, have lots of stuff like that, plus staff cars and bomb trolleys…
The F-86 (1/48) Supper Dog has one included in the kit.

ESCI made the MJ-1 and AGE tractor in 1/48 scale. The kit also included a tow bar, bomb trailer and ladders. It was kit #4025. No one makes the MB-1 or MB-4 Coleman. I sure wish they did.
