Do the 1/48 railcars run on O gauge track, or can they run on O gauge track?
would you suggest any modifications to the wheels?

Easy answer: For scale modeling, there are 2 rail tracks for ‘O’ scale. I run the more common 3 rail which suits legacy type ‘O’ cars.
A little more in depth: There is a difference also between ‘O’ and ‘O’ scale as far as the accuracy of the car’s dimensions; but they both run on the same track. The exception here is, there are cars which can run on both 2 rail and 3 rail tracks (having one insulated wheel on the same axle), and cars that can only run 3 rail (having no insulation between opposite side wheels on the same axle). This is due to the way the engines and lighted cars draw power from the track. Two rail engines draw power from both rails like HO trains. 3 rail have “hot” in the middle rail, and “common” in the outer two rails. (It’s basically an AC system at about 18v. total.)

Are you going to do European style cars or American? Don’t do it like that one diorama in FSM a while back that showed the loading of equipment at an English port for D-Day. American flatcars were used in the dio which couldn’t have actually been used as they have knuckle couplers. These couplers were never used on European railways at that time as a buffer and chain method was used.
right now this plan is kind of like an idea, but no I would use bumpers and chain
